GIZ Programme to support the Pan African University, Programme Component in Yaoundé, Cameroon, supporting the Rectorate of the Pan African University is recruiting an Administrative Professional.

 Responsibilities

The administrative professional is responsible for

  • providing administrative services for the programme
  • meeting the administrative needs of the office independently, with a minimum of intervention
  • coordinates the support and logistical staff at the programme office
  • ensuring that financial and administrative regulations are complied with
  • managing the interface with the GIZ country office regarding administrative and financial processes

 Tasks

  1. Coordination and Administration

The administrative Professional

  • Coordinates support and logistical staff
  • ensures that information is exchanged between project/programme staff, partners and other institutions
  • Liaises with Bureau Regional de Yaoundé units for procurement, finance, events at the GIZ Country Office
  • accompanies the project/programme manager or other team members to meetings if necessary
  • prepares and organises internal meetings and calendar planning
  • coordinates the preparation, execution and follow-up of events on the side of the programme
  • is responsible for organising administrative and logistical aspects of project activities (meetings, duty travel, visa requests, workshops etc.)
  • coordinates with the GIZ office on the mode of service delivery
  • ensures that the programme facility as well as IT infrastructure and computers and software function properly
  • monitors the availability of accessories and stocks and carries out procurement in accordance with guidelines
  • is responsible for filing documents in reference files or in DMS in line with GIZ’s filing rules
  • manages inventory and keeps Onsite software updated
  • performs other duties and tasks at the request of management

     

     

  2. Finance and accounting

    The administrative professional

  • helps prepare programme budget planning
  • manages and monitors the monthly accounting and financial plans
  • is responsible for financial management, such as cash withdrawals, keeping the cashbook, preparing and entering vouchers
  • checks travel expense statements of staff for approval by the superior
  • checks requests for funds before release
  • prepares the project accounting audits
  • enters vouchers into WINPACCS accounting software within the project threshold

 

  • performs other duties and tasks at the request of management

 

Profil requis

Required qualifications, competences and experience

  • University degree in Finance, Administration, social sciences or communications, ideally with a focus on evaluation and monitoring and reporting of results.
  • At least 3 years’ professional experience in similar position
  • Working experience in development cooperation programmes
  • Working experience in higher education institutions or related programmes is an advantage
  • good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
  • strong organisational competence, pro-active and efficient working style
  • team orientation, experience with working in an international team, valuing diversity
  • willingness to travel (abroad) regularly
  • excellent knowledge of English and French, additional knowledge of German is an advantage
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

 Expected starting date: As soon as possible

Contract duration: One-year extensible

Place of employment: Yaoundé

Internal Classification: Professional 3A / 4A, Reporting to the Programme Manager
